I'll start with the basics!
1. when they first met, roe was 25, and thyme was 45
2. they met in kholusia. in msq, this was during the events of the quest "a still tide"!

3. their first meeting was basically a sidequest: thyme, working in kholusia as a traveling apothecary, was stuck at the side of the road with a broken cart. roe helped her get back to town safely (and got to show off by killing a sin eater in the process LOL)
