There are two types of fajr, false fajr (fajr al kaadhib) and true fajr (fajr al sadiq).
Islamic scholars have defined false fajr in the following ways:

Ibn ‘Abbas say: There are two dawns: as for that which appears vertically in the sky, it does not make anything halal or haram; rather the dawn that appears along the mountaintops is that which makes it haram to drink."

Shaykh Ibn 'Uthaymeen rahimahullah said while clarifying the differences between the true Fajr and the false Fajr:
"The first Fajr appears approximately half an hour before the second one and then it disappears, and the horizon becomes dark, then the second Fajr appears."

"The scholars said: there are three differences between them.
1. The light of the true Fajr appears to spread horizontally whereas the light of the false Fajr is vertical.
2. The second difference is that there is no darkness in the sky after the true fajr.

One hadith of Rasoolullah SAW also distinguishes between the two fajrs. Rasoolullah SAW is reported to have said, “There are two fajrs: a fajr in which food is impermissible and prayer is permitted, and a fajr in which food is permissible and prayer is impermissible.”
