In the military(at least in the Army), youre conditioned to be on your best behavior at all times and maintain your military bearing out of fear of UCMJ repercussions. These additional set of laws that service members are subject to hand out harsh punishments for misconduct.
Any misconduct can be met with loss of pay and/or rank, extra duty, discharge, etc. Its forever present in the mind of service members and hovers over them like a strict parental figure. Its my opinion that this is why you never hear about MPs shooting ppl during traffic stops.
Local police do not have this level of accountability. They are only subject to the same local, state, and federal laws as regular citizens. However, they have are protected by qualified immunity, police unions, local prosecutors and a culture of "them vs us". It seems obvious...
The only way to address police misconduct is to enact an additional set of laws for police, as they should be held to a higher standard. We need to enact a 'Uniformed Code of Police Justice and Accountability". It wont fix everything, but its a major move in the right direction.
Anyone in the Army or prior service can tell you about the fear of getting an Article-15...
