Catholic masses (outdoor & indoor) are restricted to 100 people by the same city that happily approved a permit for 50,000 people to gather on the National Mall. Figure that one out.
By the city's own rules, "mass gatherings of more than 50 people are prohibited." Travelers coming into DC from specified states are also required to quarantine for two weeks. https://coronavirus.dc.gov/sites/default/files/dc/sites/coronavirus/publication/attachments/COVID-19_DC_Health_Guidance_for_Mass_Gatherings_2020.07.29.FINAL_.pdf
The Washington Post also reported that attendees of the march from states appearing in DC's quarantine order have no plans to quarantine, "effectively sidestepping the order."

Waiting for the outrage.
Some aspiring doctoral student should write up a dissertation on "where and when COVID matters: an anecdotal discussion of a situational pandemic"
