Email "cpd@cbn.gov.ng" @cenbank's Consumer Protection Department CPD with all relevant details, also copy your bank's customer care email. Attach all the evidences you have.
The cbn has a directive in place whereby if your money is not returned 24 hours after you have registered a complaint. The bank has to pay you 10k. So add that to the mail.

your bank ATM or POS and reversal doesn't happen immediately, then the bank has 24 hours max, if you use another bank then 48 hours. So they have no excuse for holding you money for 2 weeks like they do in some cases.
