My take - involving citizens isn’t straight forward.
The context matters - massively
If both sides disagree, and there’s a bit of conflict it’s more likely to be beneficial.

How many times do we look for the easy route?
Always worth a look at what the environment sector have tried previously.
They have mostly ‘been there, tried that’
Especially on citizen enagagement.
Having limited cash and legal powers makes you a bit more thoughtful and creative imo

So, the point I’m getting at here is that Citizen Participation is a good idea - but not a Silver Bullet.
It’s complex and needs careful thought.
