Global warming is warming the oceans. This reduces the frequency of tropical cyclones yet increases their frequency. Hurricanes, typhoons and cyclones affect subtropical regions the most. South Asia, Japan, Caribbean, Central America and the American Black Belt as seen this week.
It also now has begun to create cyclones that hit south Eastern Africa.
These regions produce the fewest emissions yet suffer the most damage from them.
Infrastructure in the United States, Puerto Rico and by extension the Cuban embargo along with knock on imperialist effects on Hispanola are all woefully unequipped to deal with the current situation.
Now add the institutional racism, sexism and imperialism that have kept those places poor for centuries you are left with billions of people that cannot leave or change these conditions described above. They are also unable to evacuate safely, no communication, poor roads...
Government indifference. To add further insult their neighborhoods are subject to gentrification and/or a lack of tourism which ironically helped create the problem in the first place.
I focused on hurricanes because it is prescient. It also applies to oil in the Niger Delta, pipelines on Native American land, the current oil spill in Mauritius. /They/ extract and we pay for it.
