Foundations like stare decisis & the law of predecents do not work in #IdeaOfIndia -- you can make it appear to work for a while.
It starts with the Tamilnadu exception.

* If you grant exception to X and do not bother to develop a justification for that exception.

* Then you have to grant that exception to everyone.

No workaround to these basic principles, particulary in social media age.
If there are no judiical principles and no doctrine of scrutiny -- then you should immediately FAIL SAFE and drop back to a more basic system of proportionate representation.
Immediately disaggregate castes and grant prop share in public jobs/edu. Action moves to private sector
otherwise what happens in a very stable anti democratic faction system emerges - like Dravidianism. Which is factions who can form a majority will immediately close ranks and capture the system & state just by preventing its scrutiny. @prk1949
