PPB just sent me an email re: their exclusion of the protest data in their use of force report.

First, this exclusion is a violation of the DOJ agreement.

Second, due to protests they are not able to complete the basic functions of their job.

The statement:
Notice these things:

+ Chief Lovell states: "The Bureau remains dedicated to transparency and accountability and these reports continue to be completed, tracked and will be reviewed and published as it is feasible.”

Never provides date.
Dan Handelman of Portland Copwatch reminded me that they have a bad track record. PPB promised a separate report with the Traffic Stop data for 2018 which would show the Gang Enforcement/Gun Violence Reduction Team data broken out.

"as far as I know that's never appeared."
This section is very important and problematic:
PPB states:

"different. For example, during a use of force involving an arrest in which an officer handcuffs someone, the officer will be able to report the identification of the suspect, if he or she says they have mental health issues, etc."
"In crowd control, this information is not obtained or feasible to obtain in the middle of dynamic and chaotic situations. The type of force is different than a normal arrest or patrol incident and often affects more than one person."
They are stating that when they use force the most, they gather the least information. Videos show officers running through crowds and pushing multiple people, firing chemical weapons into crowds.

Each instance should = a report. Videos show them walking away.
I asked @tedwheeler to demand PPB release this info. If they cannot, they should not be using force.

This document confirms they are violating DOJ agreement. This document shows they are acting with assumed impunity.
PPB is a violent force and does not serve out community.
Even IF/When we receive the data it will not have the required info. It will not tell us demographic data that is at the core of the DOJ agreement and purpose of the reports.
The exact purpose of this report is to hold PPB accountable for their brutality.

Here they say, we can't be held accountable because we are being too brutal we can't keep track of it all.

PPB, one simple solution: STOP. Problem Solved.
