The fact that the statistic doesn't include kids is *highly* significant because the big drivers of Disability Tax Credit program (which you have to be approved for to qualify) have been parents of disabled kids.
"Payments will max out at $600, drop to $300 for any recipients who receive old age security benefits, and fall to $100 for low-income seniors who receive OAS and the guaranteed income supplement."

One time payment only.
IMO this program is going to disproportionately benefit those who need it the least. This is going to help middle class families keep up with their credit card statements and not help people who have nothing to eat.

The times are different. The stakes are different. We have disabled people planning to use assisted suicide due to poverty worsened by pandemic. They are getting no help.
By their own estimates, 4,576,640 disabled Canadians over the age of 15 plus however many disabled children's parents have not gotten the DTC, will receive zero help from the Government of Canada.
That's the headline. That's the news.
Calling the Disability Tax Credit difficult to get is an under-statement. The criteria is based on medical model of disability & 'severity.' On top of that it costs money to apply. It's so difficult to get there are businesses all around the country who will help for a fee.
Even if you try to apply yourself doctors will charge a fee. And many don't know how to fill out form in way that people at government looking at it will understand and approve it.

You also obviously have to be dx'd which many disabled people, especially women, wait years to be
Disabled life in an ableist society - on top of whatever health issues you're dealing with, poverty you're trying to survive - can be hellish. And so it makes sense that only those with higher incomes would be motivated to subject themselves to another circle of hell application.
So just by choosing DTC as the method for accessing this one time payment, the Liberals have ensured it will go to those who need it least but vote for them most often.
