Seriously. So much international talent is lost because of the demand that they move to Seattle. Working for one of the big names full time, on a short contract, with low potential for extension/permanence makes the nightmare of moving to the USA more than unpalatable.
And looking at the shocking amounts of turnover for hires really indicates, to me, that there's no long term planning happening. It's a case of hiring the exciting person de jour, watching them work, then letting them go. Ensuring no continuity of change or development.
