Re-listening debate while I work.

Still think Tufton had stronger opening.
Dayton was actlly decent on that corruption question but I am feeling like his failure to mention the IC was deliberate. Is it that him nuh care fi dem? Accountability can't just be internal.
Kamina was def stronger by speaking to the various instits. & actions from PM.
Water question. Floyd framed that response very well - history, work done, budget + personalization.

Lisa was way too brave with her response and it was also inadequate.

Floyd :"If they had done their fair share, there'd be less to be done."
Class size. Lisa says not 1 tablet issued. 100K to teachers for h/office, wifi 4 skls & commun centers.
Okay.
Removal of shift system, healthy meals, trained teachers & scholarships- how those drop eento the class sz question? lol
Floyd was firm. Gave current ratio (1:25 ideal or actual?)đŸ€”, spoke to bad review of tablets prog but needed to get in how their dist of tablets would be diff. It didn't flow with sense to say it didn't work then move straight into 'we're coming with tablets', without context.
Rural roads. Floyd speaks to investment in infrast.,increase in farm rd budget, personalizes, speaks to plan for maintenance.
Raymond punches with deterioration of rds newly done, personalizes. Both did what they needed to.
SoEs. Raymond says they got better results without SoEs. Says invest. should be in social devlpnt & not social control. Need better intel gathering, commun policing & case prep. A very well framed response but the solutions are things alrdy on the table & getting attn.
Kamina says SoE is just 1 tool. 'Corrects' claim re crime #s, speaks to peak under PNP. Says underinvestment by PNP caused prob & her gov has responded with largest invest. in security by upgrading stations, more training, better tech & invest., mobility.
So well framed was Raymond's response, I forgot what was asked until Vashan came with the follow-up.
Question was abt short-term strat to replace SoEs. He says we need sensible policing which can be supported by tech like geo-fencing + J-eye, citizen partnerships +street lights
Must say I was caught off-guard with the geo-fencing suggestion given positions re rights restricted during SoEs.

Kamina maintains that SoEs have worked & ppl are pleased with the results.
New protocols that would be implemented in new term to help w COVID fight?
Tufton is clear that we'll be living with it. Frames work so far & identifies surveillance (thru expansion of pub health system incl commun health aides) & personal respon. (for prevention) as way fwrd
Saytan takes over Daytan & he wasted 1st 20 secs w huge blunder while trying to make point that gov wasn't well prepd for COVID.
All arriving would need to present 72hr test results
+persons from h/risk countries 2b tested
in JM.
I agree 10 days is long as I don't imagine ppl actually self-quar. while they await results or after receiving same and before they travel, so exposure prior to arrival still great. Same can play out in 3 days + due consid must be given to ave time countries can produce results.
Daytan highlights breaches w the geofencing tech being used to monitor persons in h/quar. Speaks to backlog created by testing at ports (but he just said he'd be testing at ports). Links an unrelated matter so he could 'state' gov has not been listening to advisors.
Says his party would increase # of commun health aides, tool health facilities + mobilize volunteers.

Sounded somewhat comprehensive when I watched live but it was what Tufton said + reduce test validity window for incoming to 72hrs.
Major plan to improve rural life to retain residents & limit negative effects of urbanization.
Raymond: (eloquent yf!) loved his intro "...irrespective of where in the country you live, we all have an urban or a metropolitan outlook." Hello Peter! Hear dat? #cane😭
Raymond wants to close rural/urban divide-access to water, light, roads +good skls +stable & affordable internet. Zones in on quality jobs across all parishes, personalizes for relatability. He highlighted the issues but does not identify a single plan, much less a major one.
Floyd name drops the 'dept of rural devlpnt' which will operate from MEGJC & focus on all things rural. Speaks to role of other agencies, a housing plan for rural. He added jobs but didn't get to expound on that. The 'Dept of Rural Dev' gets the nod as a major plan.
Why the back-burnering of the Disabilities Act which was passed 2014?
Kamina says it is a priority but some coordination of related bodies is to be done. If I'm und. her, idky those actions should delay implementation as amendment is also a thing.
Kamina shares info re things done & being done for the disabled- good & well but the question was why the delay. If the 'things to be coordinated ahead' argument was to hold, we needed more details or a better connection.
Raymond sees weakness & goes for it. '55 months later...nothing done..."
Disingenuous really, as Kamina had just spoken to changes 2NHT which benefited families w disabled children.
"...why should any member of that community...when you've managed...mandate so poorly?" OUCH
Plans to improve mental health services for children & adolescents.
Tufton shows good grasp of issue & shares 4:10 stat. Speaks to mental health & homelessness taskforce which resulted in destigmatization campaign, community engagement of mental health workers...
fleet upgrades for access, toll free line for assistance. Fair response but it could have zeroed in on the stated age group more.
Saytan revisited Daytan & in the same, breath he spoke of seriousness of issue, said no mentally ill on his team, suggesting 1 or more among opponents
Wah dem ago do wid im? Says substance abuse a major issue so pub ed reqd. Need to train fam. & remove the affected from the contained spaces for treatment in their homes. Nothing new there, he knows that's being done. I don't like posturing. Only pub ed had youth specific slant
Covid positives + deaths rising, how his admin convince ppl they have a handle.
Daytan says gov failed bcuz not enough testing. Under his gov test for visitors must be within 72hrs of arrival. + visitors from h/risk countries only, tested on arrival. Positive -isolation.
Negative- quarantine w 2nd test in 7 days. Would purchase test to get results faster. Update geo-fencing tech & use video to address breaches. Increase surveillance & tracing teams and give attn to non-covid issues so those persons can also get care.
The effect of personal irresponsibility on the #s wasn't a feature of his response so was not addressed. Not surprising but with that being a major part of what needs to be addressed ging fwrd, it was a weighty miss.
Tufton uses his time to express disappointment in Daytan's first fk up & suggests the member apologize. Provides 'clarity' but doesn't have enough time to address the practicality/not of Daytan's -72hrs idea.
Vashan tore into JLP's 2016 manifesto promise of shelterS for victims of domestic abuse. With one scheduled for Aug 2020 completion, what was the delay and what's the guaranteed timeline for the others.
Kamina says 3 are coming (with some fluff).
Says procurement probs exper but spaces now identified for one in each county; all would be delivered within their next term.

Lisa speaking voice nice like TBraxton singing voice. Says JLP sounds intellectually contrived. That read as a planted 'pathologically mendacious' moment
Attempts to show her party cares more abt women's issues - Maternity Leave Act, equal work =pay & PNP Women's Mvmnt. Ties in the rent to own mortgage program as solution for dependent women in abusive relationships.
Idk how strong a point that is since it's inability to pay own rent that leads some women into those dependent relationships in the first place. Ends with jab at Kamina about her not being current with issues on the ground 'because she's been on a plane for just too long."
A stupid jab given that Kamina is MoFA and Lisa is opp. spokesperson on foreign affairs. Implications go further than she realizes. Anywho, Kamina's team gets a wrong bang for not completing even 1 but Lisa didn't support the shelters nor present a credible alternative.
If you form the next gov, what would you do to reduce violence against marginalized groups?
Lisa says they'd use 25% of budget for discretionary expenditure to create programs for margin & at risk youths + retrofit commun. for persons with disabilities.
Says their social program would include somn for everyone whether you feel marginalized or empowered, unattached or at risk. This question was about reducing violence against the marginalized. Lisa went in 'I'll say what I came here to say irrespective of what you ask' mode.
Raymond uses rest of team's time to correct Tufton on a comment apparently meant for one of his teammates which Tufton misdirected to him. There was a MarketM* jab he didn't complete. It made no sense as the camera angles were bad, I have no idea when Tufton addressed him.
"If the PNP could build a country the way you build a story, you'd actually make a good govt. Unfortunately, you can't."
Kamina tears into trustworthiness of what PNP puts fwrd and uses the personal reqts to access their manifesto as evidence.
Calls them propoganda National Party. Speaks to achievements re marginalized - elderly, indigent housing, renovation of infirmaries, therapeutic parks, better state care in dignified circ. Commends laws passed in 70's but said nothing much done since then.
Seems Kamina got caught up with Lisa's response and forgot the question. Neither answered head on and even in missing the question altogether, they both missed even identifying some key marginalized groups that are affected by violence.
What assistance would your gov provide to non-PATH, non-poor relief, employed parents, who may need help with back to school expenses esp in light of COVID-19.
Thought that was a great question as the groups just above poor get missed all the time and it is a struggling group.
Floyd speaks to support through the schools & shares increase in allocation per student + book vouchers via MPs. That was weak.
Lisa speaks to issuing tablets & better nutrition. Both seemed to still focus response on PATH parents but could've pulled on points in their manifesto
Why is no one taking me up on making another 1 or 2 NHT refunds avlble? Somn like that would help that group; it's already their $.
You (PNP) promised to remove the queen, yes common q, as head of state last term and didn't, why should we trust you'd do it this time around?
Raymond says process started with private member's motion and one of first order was to be renaming of throne speech.
A how much tense mi a write in doe God?
Anywho. Says insignia worn by GG which was recently determined to be offensive, was identified during said process. Blames the JLP for not participating, for calling instead for a referendum.
Interesting take 4rm team Holness =Trumpitler
Kamina says exactly my thought re hypocrisy of approach . Actually didn't hear this live. Says her gov intends to follow through on it but it has been push back on agenda to address basic unaddressed needs.
What will your admin do to strengthen public transport system to result in wider reach esp to persons in rural communities?
Tufton reminds that it's his gov that expanded the JUTC routes by (1260?)+acquiring addl buses, adding wifi + securing revenue + adding cameras.
Says the expansion of routes included rural & there's a plan to expand further rural. Personal knowledge of a few rural routes to come, would have helped.

@pbcjamaica cut the clip badly so I didn't catch Lisa's response.
What's your plan to hold telecoms providers accountable for the quality of service to the public?
Floyd acknowledges frustration. Says they've engaged through OUR and seems pleased with work of CAC re complaints.
Think he could have incl. limitation re setting/expecting certain standards re some telecoms. Guaranteed standards applic to JPS & NWC for instance, not possible to apply similarly to Digi & Flow as I understand it.
Lisa takes another 'I'll just say things that may be true but don't address the question' moment. That really was a wtf response from Lisa looool Trailed tf off loooooooool with a straight face and the confidence of 1993.
Closing.
Raymond says the people need 'a set of hands, heart and mind that place you at the heart of what we do'. Yet moments before, blasted the JLP for wanting to go to referendum re removal of queen as head of stateđŸ€
Goes into a bunch of words which meant nothing. How did design of manifesto facilitate participation & 'widest consultation'? Appeals to special groups, promises re-alignment. Jabs at Vaz & inequity, doesn't get to close prop.
Kamina appeals to sense of community with the 'My Jamaican Family'. Speaks to the reqs to move fwrd -leadership, unity, clarity and certainty (a plan). Speaks to 10-point COVID recovery plan. Acknowledges work done & more to be done. Asks electorate the reject the PNP on Sep 3.
Encourages people to go out to vote & seeks to instill confidence re safety, stating "EOJ has taken extensive efforts to ensure you can do it safely."

Kamina owned the closing.
I captured 16 questions + opening and closing.
I didn't get to rewatch PNP's full response re rural transport question- PBC's clip wasn't edited properly.
That aside, I have 10 questions I couldn't score - inadequately answered by both/missing the question altogether.
Gave Tufton the opening and Kamina took the closing without question.
JLP responded with some weight to 5 of the 6 remaining questions. TO MEEEEEEE. 😌
Only point PNP could actlly get was re Disabilities Act.
Questions for which I think JLP had good or acceptable responses given time constraints- corruption, rural water, new covid protocols, reducing urbanization & removal of queen.
Good questions from Dashan, Natalie & social media & good work from Janella. Production? Well.
Wasn't a bad debate but I needed to rewatch as there was a lot of beautiful speaking on both sides.
