The court (written by a judge Trump shortlisted for the Supreme Court) said that prisoners couldn't sue the head doctor because it wasn't the doctor's fault that the state didn't give the doctor enough money to pay for the treatment!
The legal term for that reasoning is "nonsense." It's the government's responsibility to provide treatment for people it cages, and suing the doctor in his official capacity is the way that you bring this kind of case about medical care because state's are immune.
The government can't get around the obligation to keep people safe merely by not giving doctors the supplies they need to treat people, then saying you have to sue the doctor, but then saying that the doctor can't be at fault because we didn't give him enough money.
When someone asks how lawyers and judges, sitting in their fancy offices, are complicit in the unspeakable brutality of the torture chambers we have made in over 5,000 jails and prisons, show them cases like this.
