I completely understand where you coming from, Mark. Every actions that you choose when you are using PayPal is going to be your own action. As much as we wanted to help you about the 1/10
personal payment you sent, personal payments are not intended for the purchase of goods or services from sellers and therefore cannot be disputed. I sent a courtesy e-mail to that person and just hope that they will send it back to you. I highly recommend you as well to file 2/10
a chargeback with your financial institution to get your money back.

I'm sorry to hear about that. I can see here the reason why it cannot be dispute is because it was sent as a personal payment. If this payment was sent as Goods and Service, we can try to help you filling a dispute for this. I can see here as well that you file 4/10
a dispute as unauthorized but it cannot be considered as unauthorized. Have you already contacted the receipient?

I'm sorry to hear that the case was closed. I know this is not the decision that you would like to have. When it comes to Personal payments, it's like handing cash over to people you know, not for 6/10
purchasing items. This payment is not covered under our PayPal Purchase Protection. In the future, pay transactions via goods and services so we can do more to get that money back for you. You may contact your financial institution to help you file a dispute.

any responsibility BUT IT IS YOUR OWN SOFTWARE THAT CAUSED THIS.

I will tell everyone I know. I have already posted this thread on twitter. I will do everything I can to warn people PayPal is a predatory internet scam. It is NOT to be thought of as a bank.
