Crime in Gotham is so corrupted because the Only Nice Millionaires died & all the other millionaires sucked & made poor people & children pawns in weapons/drugs/etc & Bruce realizes it when he& #39;s like 20-25 & his trauma is used against him to limit his power at Wayne Enterprises.
In like... Every version of the story. Gordon is desperate enough to work with a vigilante dressed as a literal bat because Gotham PD is like 99% dirty & judges are in pockets etc. The point is that it& #39;s bad & unsustainable & is just treading water.
Batman& #39;s relationship to Catwoman, Ivy, Harley, when not sexualized, demonstrate that actually he very much understands levels to crime in oppression. & the children he keeps accidentally adopting all challenge his view & ask him to do more & change more.
Jason Todd is my favorite because he challenges Bruce on every fundamental level & is technically less heroic or whatever but has clearer morality & more concrete willingness to change Gotham, his reputation be damned, & he doesn& #39;t have some mythic legacy haunting him.
