A total of 4.7b was earmarked for 'special schools' at primary level btn FY 16/17 & 2020/21. Even though special schools are discrimination, the govt increased by 3% in FY 17/18 & 18/19. The same govt reduced that allocation by 6.5% & 7.7% in FY 19/20 & 2020/21 respectively.
In FY 16/17 - 2020/21 the NG allocated Ksh 6.7b to facilitate educational programs for PWDS. Here's the interesting part in the FY 17/18 & 18/19 specials educ budgets increased by 2%. In FY 19/20 & 2020/21 it was reduced by 8% & 6% respectively.
While 'special schools' promote access 2 education, they lead to segregation of students with disabilities. Budget allocations to such schools is NOT compliant with the CRPD, which requires govts 2 provide education to CWDs on an equal basis with their non-disabled counterparts
In fact, the budget documents DO NOT show how the funds allocated for special needs education is distributed between integrated primary schools and special primary schools.
Such information is critical for tracking the progress in enhancing investments to integrated primary schools that promote inclusive education.
The funding gap for primary special needs education reduced by 31.4% from KES 312 million in FY2018/19 to KES 215 million in FY2019/20.23 However, the funding gap increased nearly threefold to KES 637 million in FY2020/21.
CWDS r likely 2 b left behind & excluded from access 2 education if special needs education, particularly efforts 2 include PWDs into the mainstream education system, are underfunded. This lead to poor educational outcomes that limits the ability of CWDs 2 access decent jobs.
On the other hand Kenya has 8,933 PUBLIC SECONDARY schools. Only 147 (1.6%) are able to accommodate students with disabilities.
The annual allocation to secondary special needs education remained constant at KES 200 million over the last five fiscal years
However, the share of special needs education in the total budget for secondary education reduced from 0.57% in FY2016/17 to 0.29% in 2020/21.
The funds allocated to secondary special needs education cover costs such as tuition fees, boarding expenses, renovation of infrastructure and purchase of equipment
As with primary education, while special secondary schools play an important role in access to education, they perpetuate segregation of children with disabilities. Accordingly, budget allocations to such schools IS NOT be compliant with the CRPD
