Activist lawyer Aires Rodrigues digs out truth behind Goa's State women's Commission(GSWC) continuing to be headless much to the plight of women suffering injustice in the State:RTI REVEALS GOVT WAS IN D DARK ON PURTI PATKAR’S QUALIFICATIONS WHEN APPOINTED AS CHAIRPERSON OF GSWC

The Goa Govt very hastily appointed Purti Patkar as Chairperson of Goa GSWC without following the rules. This has been reveled in the information obtained by Adv. Aires Rodrigues under RTI Act from Goa Directorate of Women & Child Development.

As per the filing notings Minister for Women&Child Development Vishwajit Rane on March 4 last year moved a note that the new board of GSWC be constituted with Purti Patkar as Chairperson. Stating that as per his directions the notification be issued immediately without routing

the file through Chief Minister, @visrane in his noting further stated that d same may be notified with immediate effect while asking the Director to do the needful on priority.   
As per d documents obtained under RTI, the notification was swiftly issued within 48 hours (contd)

reconstituting d GSWC with Purti Patkar as Chairperson.
The RTI documents further reveal that Purti Patkar’s biodata was not b4 d Govt while deciding to appoint her as Chairperson of GSWC while d provisions of the Goa State Commission for Women Act, 1996 were also not adhered to

The Act requires that d Chairperson shall be an eminent Goan Woman by birth or by marriage committed to d cause of women.The documents reveal that there was nothing on record that Purti Patkar fulfilled this requirement.
Act also requires that b4 nominating the Chairperson the

Govt shall consult Women’s organisations registered in d State. The documents reveal that there was no such required consultation.
Rule 3 of Goa State Commission for Women Rules,1997 mandates that d Chairperson should hold a degree from a recognized University,

The documents obtained under RTI further reveals that there was nothing on record that the Government had ascertained that Purti Patkar fulfilled these three mandatory requirements.(contnd)

As per the documents obtained under RTI, Purti Patkar on 13th November last year resigned as Chairperson of GSWC giving no reasons for her resignation.
Ironically the documents reveal that Minister for Women&Child Development @visrane moved a note to the Director on 12/11/2019,

a day b4 the resignation of Purti Patkar, asking the dept to propose the name of Mrs. Lawanya Shetye as Chairperson.  But on later instructions of @visrane that notification dated 8th January 2020 appointing Lawanya Shetye as Chairperson was kept on hold.

Expressing concern that officers were processing files contrary to rules&regulations,Adv. Rodrigues has demanded a probe into @visrane nexus with Purti Patkar as ppl need to know how such an appointment took place
