#ANCHeadstart Parlade: Technology has changed; social media has evolved. When 1987 Constitution was drafted there was no social media. We need to look for ways to make people feel that if they use social media to recruit people for terrorist activities, they will be held liable.
#ANCHeadstart Parlade: We have seen videos on social media where people teach other people how to make Molotov bombs.
#ANCHeadstart Parlade: There are gaps in the law. We need to address this part of social media.
#ANCHeadstart Parlade: The guys talking about bomb making is a legal front organization. It's called Panday Sining.
#ANCHeadstart Parlade: We have screenshots, we have videos. We have evidence.
#ANCHeadstart Parlade: I asked our legal team if we can use the Anti-Terror Act to get these people. There's no IRR yet.
#ANCHeadstart Parlade: The problem with our society is we love so much our freedom, we don't care about others' freedom.
#ANCHeadstart Parlade: We have to put a premium on the security of our citizens over the privacy of some who may do something stupid.
#ANCHeadstart Parlade: We want to make people feel responsible for reporting activities they monitor on social media.
#ANCHeadstart Parlade: State should be allowed to do their surveillance. If they are open in using Facebook for recruitment, there must be a way for government to intervene. This is what Australia is doing, and Australia is a very democratic country.
#ANCHeadstart Parlade: I was trying to articulate this in the Commission of Appointments hearing yesterday, but they were focused on the word 'regulation.'
#ANCHeadstart Parlade: We know what we want; we probably just don't know the words to use.
#ANCHeadstart Parlade: I did not red-tag people. We use the words of communists; we use the words of Jose Ma. Sison. I am not anti-left. I try to be neutral.
#ANCHeadstart Parlade: Being left yourself does no make you bad. But being extreme left to the point that you espouse violence is the problem.
#ANCHeadstart Parlade: To be activist on the left is fine. But to be part of Kabataang Makabayan is not.
#ANCHeadstart Parlade: In the Philippines, being a member of an extreme left group is almost considered being a terrorist.
#ANCHeadstart Parlade: RevGov does not have a place as of yet. But those calling for it are exercising their right to free speech as of now.
