I feel like most people don't realize that maps are illegal in China. If you buy a device with a GPS in it (like a phone) in China and it prints out your current GPS coordinates, those GPS coordinates will be false. The devices and the maps are telling the same lies, so you can at least use the maps with the devices to get around a a city, but none of it is accurate
A few people objected to the declarative sentence fragment "maps are illegal" so to be clear: This is a statement accurate maps are illegal combined with an ontological judgement about whether an inaccurate map "is" a map. Also digital distribution of the fake ones is controlled
