This could merely be an import substitution for an existing product. There are other items in the list which are similar. The OSA-AK parts for instance. In fact its quite obvious. The DRDO is not talking of setting up an entire 3G network but merely adding secure endpoints (handsets/dongles) to an existing network. This means adding security to an otherwise unsecure network which services may have to use from time time.
The list is all about making things which are either high value and sanctioned (TRMs), critical raw material (Germanium Blanks) or mass procured items (cables, connectors, RF items) which are oft sourced from cheap PRC vendors and have QA/QC issues.
The list is fairly comprehensive and addresses key items in overall value chain which DRDO has indigenized for its systems, programs w/great effort. What they are telling the MOD is this - they will license the tech to Indian industry so we stop importing it for spares as well.
The actuators etc were developed for UAVs and Tejas after TOT was denied. TRMs for AESA radars likewise. Many components in that list are quite similar. The Indian Armed Forces operate a mix of cutting edge, current gen plus obsolete tech. Indigenization has to span all three.
What the DRDO is ideally placed to do is provide upgrades to a lot of our imported kit. They have built up the experience via local programs. In cases where the services cant afford a wholesale transition to a new platform this soft of stuff is essential.
What has happened though is due to limited resources the primary focus has been on development of all new local kit. But the services do operate extensive imported older gen items, use civilian networks, on occasion. Cost effective upgrades, for services to use them, are useful.
The DRDO also provides endpoint handset devices for encryption for unsecure landlines. This attempt for 3G is likely similar and comes from a specific project/program likely conducted for the services or GOI.
