You can’t stop people from drinking and driving but you can try deter them. The reason so many South Africans drink and drive is the fact that they know they can get away with it by bribing or buying their dockets. You change this and you can change this behavior.
Costa Rica, El Salvador, and France
have standard fees, jail time, and driving suspension applied. What sets them apart is that you can have your vehicle impounded and sold by the authorities for your first DUI offense.
Bulgaria’s DUI punishment is decidedly the harshest. Your second offense will net you the death penalty. You will die.
Saudi Arabia, which bans alcohol consumption entirely, carries a punishment of up to ten years in prison.  Most other countries in the Middle East have similarly harsh penalties for DUI.
First-time offenders in Germany are required to pay a €500 penalty and lose their driver's license for a month. These penalties increase if you are more heavily intoxicated. Germany's rules increase the fines and license suspension times for driving at 0.11% and higher...
