I will be live-tweeting the Henrico Special Meeting today at 5:15, to cover what is happening wrt the creation of a CRB.
okay....by the meeting is getting started i meant the meeting is late to get started.
the meeting is opening with O'Bannon saying a few words for the late John Hager, who passed away recently, followed by a moment of silence.
Next is a staff presentation on the existing complaint procedure for complains of police misconduct.
There is a complaint form online, and a phone hotline that citizens can use to register complaints.
The IA Process is staffed by 4 officers. The speaker says that complaints can be filed by citizens, anonymously, by officers, or by board members.
IA is not just for complaints about officers interactions with civilians, it can be about things like improper timekeeping, uniforms, etc. Lower level complaints can be handed down to the chain of command.
There is also an "Early Intervention Process" that is kicked off if an officer gets too many complaints in a given time frame.

There is a mandated grievance procedure if an officer wants to challenge their disciplinary action.
It goes to questions for the board
O'Bannon asks if the county manager is the chief public safety official. The speaker says yes.
Supervisor Nelson asks a few questions. Ill just summarize the details:
* IA Documents can be kept secret from the public.
* The police send a letter to the complaint about the decision
* typically IA documents are not made public. Not much information is provided to the citizen
Supervisor O'Bannon asks what a complainant can do if they are not satisfied with the conclusion of a of IA, the speaker says there is not a process, but the citizen can reach out to another body, like the Board.
Supervisor Thronton asks if there is a line of demarcation about what kind of information is made available to the public. The speaker says that IA information is not generally made public.
Thornton says that IA not sharing the information is part of the complaint that people have with IA
The county attorney says there is a FOIA exemption for personnel records, for privacy reasons.
The county is circumspect about giving info about disciplinary actions.
