The Superintendent at the time said this regarding white parents & timing of decision.

"There is a tide in the affairs of men which,
taken at the flood,
leads on to fortune."
@JennBinis I thought you would find this particular paragraph interesting.
In terms of the white parents integrating of their own volition the sentiments of the Superintendent where--
The preparation that went into introducing the Center City (Black) families & the White families to the respective schools was very intentional. A counselor was hired to work with the Black families. No counselor was assigned to the White families.
An interesting area the report says the district could have done better was in regard to preparing faculty for the integration. (Important to note that WP did one way integration at time)
Black students ---> White schools
Surveys after integration showed that a vocal minority of white parents remained adamantly opposed to the district plan & did not believe the data demonstrating benefits to Black & White children.

If you are curious about the perspective of the faculty who the district acknowledged not having done enough to prepare.....well, 2 white teachers at the school that had Black students bussed to them wrote a book a few years later in '71 documenting very anecdotally how that went
In interviews with the Black community this woman's take on one way integration is spot on.
In a chapter that explores the community we see the how both the Black and White households feel about school from the perspective this white male teacher.
In another section we learn of the textbooks used & the area of evaluation & grading.
The 115 page reflection relies on the teacher's personal thoughts, student, parent, teacher conversations, home visits and student written documents and closes with this.

In 1988 the White Plains schools implemented a controlled choice program that provided bussing across the city to the elementary schools of the parents choice.
The NYTimes explored the impact of a Supreme Court decision in 2007 that some thought would upend model (controlled choice) in cities like White Plains. https://www.nytimes.com/2007/08/22/education/22education.html
It did not. The school district demonstrated it used multiple variables in placement of students
