Given the Trump Administration's antagonistic relationship with the ICC, I cant see this announcement as any way improving chances to remove #Sudan from the SST list, as the article seems to suggest. That said, there are still multiple benefits to this... https://aje.io/xbpen 
Most importantly, it shows a seriousness towards the crimes/suffering in Darfur, not currently in evidence by the rising tide of violence there, and possibly helps to secure Darfuri support for the still elusive peace deal there by delivering on a principal demand of protesters.
It also helps to deliver on a promise of justice and accountability that the government has been slow to deliver on. True, its not justice for June 3rd. Nor does this threaten anyone currently holding power, but it signals a potentially powerful deterrent to many in power now.
Furthermore, it signals Sudan's fundamental break with the past when it lead the African effort to undermine the Court's reach and mandate. Of lesser importance domestically, it will immeasurably please Euro supporters of the ICC and bolster the cause of human rights advocates.
Finally, the move smartly signals to former regime elements that they could be next while at the same time outsourcing the the heavy work and expense of pursuing justice to the Hague. There may be some blowback from opposition elements, but I think the benefits outweigh the risks
