Healthcare costs are too high for acute care, ER, and procedures/surgeries.
Budgets are siloed, so one division of the healthcare system (ie home care) can reduce their costs (paying overtime for nurses) by offloading duties onto other divisions like acute care (sending to ER)

The Alberta healthcare system under the previous government was a leader in Canada for ways to prevent patients going to the ER and acute care or requiring surgeries. The previous government collaborated with @Albertadoctors to save money and reduce costs.
This was done by spending money on the initiatives that keep patients from needing surgeries, acute care and ER services.
