Harris County has a system with multiple metrics and tiered reopening plan. Minimum for starting to return:
-- 14-day daily average of under 400 new cases (8.5 per 100K)
-- 14-day average of under 5% positivity rate
-- 14-day trend of flat/decreasing cases
-- 3 hospital metrics

-- 2 straight weeks of fewer than 100 new cases per 100K people (14.3 per 100K daily)

State of Pennsylvania recommends OK to start partial reopen in counties with:

State of Massachusetts all-but-requires that districts can start partial reopen in municipalities with:
Fewer than 8 new cases per 100K residents per day on a 14-day rolling average.

State of Oregon requires districts can start partial reopen in counties when:

As you can see, states/counties/cities are all over the map on when they think it's safe to start reopening schools.
