Harris County has a system with multiple metrics and tiered reopening plan. Minimum for starting to return:

-- 14-day daily average of under 400 new cases (8.5 per 100K)
-- 14-day average of under 5% positivity rate
-- 14-day trend of flat/decreasing cases
-- 3 hospital metrics
State of Arizona recommends OK to start partial reopen in counties with:

-- 2 straight weeks of fewer than 100 new cases per 100K people (14.3 per 100K daily)
-- 2 straight weeks of test positivity rate under 7%
-- 2 straight weeks of COVID-related hospital visits under 10%
State of Pennsylvania recommends OK to start partial reopen in counties with:

Fewer than 100 new cases per 100K people in the past week (14.3 per 100K daily) OR test positivity rate under 10% in the past week
State of Massachusetts all-but-requires that districts can start partial reopen in municipalities with:

Fewer than 8 new cases per 100K residents per day on a 14-day rolling average.
State of Oregon requires districts can start partial reopen in counties when:

-- State and county test positivity rates under 5% for preceding 7 days for 3 straight weeks
-- County reports less than 10 new cases per 100K people for 3 straight weeks

(W/multiple exceptions)
El Paso city and county recommends OK to start partial reopen in county when:

-- 7-day rolling average of new cases is less than 25 per 100,000 people
-- Test positivity rate is under 7.5%
-- 14-day steady decline in 7-day rolling average of new cases
City of San Antonio recommends OK to start partial reopen in city when:

Any of the following combinations are met to reach the "yellow" result column.
As you can see, states/counties/cities are all over the map on when they think it& #39;s safe to start reopening schools.

They& #39;re using different metrics, benchmarks and time frames.
