All this nitpicking over UPSC misses the central point that the whole system has to be dismantled. Lateral entry is inadequate.

Gov. jobs should be short term, specialized, based on need, past experience/record, rather than a massive exam which idiots excel in.
2. It is an insult to the intelligence, industry, creativity, and curiosity of Indian youth to give them jobs based on an exam essentially fit for village donkeys (and no offence to the poor creature). For like an ass, the UPSC aspirant studies.
3. The bogey of unemployment (diff. from the reality of it) is a permanent pathology of the Indian mind. 2 year contracts for administration are enough (with renewal possibilities for great performance). Alauddin Khalji disciplined his Jagirdars in like manner.
4. Take away all perks for 10 years, like Todar Mal did. For specialised tasks, boost lateral entry. The main thing is not to get cowed down by the bureaucratic class which calls itself experts. They are frauds with little training in anything imp.
5. The idea of a 'permanent job' has to be wiped out. No job is or should be permanent. Skills can be permanent and for some, reputation. Knowledge (hard science) can be permanent. But a job shouldn't be permanent. And isn't, for most of the world.
6. Turn Lal Bahadur Shastri Institute in Mussoorie into a museum. Bureaucrats should not serve politicians, that's true. But it's more dangerous when they serve themselves. Remove them from the power equation.
7. I have been told these things cant be done in the real world. Maybe there will be a backlash. But if it can be done at all, it has to be done in the real world. These aren't theories. They're clean up.
8. Some say that politicians will appoint their own guys. Sure. But those own guys will be subject to the same fortunes as politicians. Ultimately, the voting population will have more of a say. Make no mistake. A bureaucracy is NOT a democracy.
9. Post 1947, INC turned the zamindars into MLAs and and the Collector took on most of the powers of the Zamindar. That is what the Collector has basically been since then, the new, state-anointed zamindar. If you see young men fight years for IAS, it's mostly to become zamindars
10. Professors are also bureaucrats. All that is said above should apply for them too (except technical). I have heard terrible stories of miserably educated tech profs. play havoc. But testing is easier.
