...terms of joining international organisations and international trading" and it's a separate customs territory that sometimes is required by its international trade partner to "speak the truth" of its product origins.
An interesting detail: answering the question on contradictory position, Yau stopped on a dime when he uttered "獨立"(independent) and changed the term to "單獨關稅區"(separate customs territory). But in later part of his answer he just said 獨立關稅區 without correcting himself.

HK commerce minister Ed Yau: "By common sense and by international practices of origin rules, and by some WTO requirements, all these are exceptions, all these are unacceptable...how could a HK made product be mislabelled as some other places."
