The Aged Care Royal Commission has resumed.
Peter Rozen QC is wrapping up the evidence from this week's hearing. He says Covid19 has presented the aged care sector with a big challenge, but "none of the problems was unforseeable."

Rozen cites Prof Murphy's evidence from yesterday says planning consisted of 2 documents. An overarching plan for Australian health sector, and the CDNA document (discussed yesterday).
Rozen says 1st document is 56 pages and notes there's no specific reference to the Aged Care sector. He cites Prof Ibrahim that a response for Aged Care needed a "bespoke" plan.
Rozen QC says CDNA document is based on previous works on influenza outbreaks in Aged Care residential facilities. Commonwealth's role is only set out in the 3rd version of the document.
Respective roles of aged care providers, Commonwealth government and NSW government were set out on 23 June 2020 when reflected in a joint protocol. Rozen argues this document could have been prepared in February before any outbreaks occurred.
Rozen says the Aged Care sector is still not prepared for Covid19. He says there should have been a plan in place in February. It's "unforgiveable" there isn't a plan in place in August. "The virus is not a fair fighter. It does not wait until the bell rings."
Moves on to aged care regulator, the ACQSC. "They're not the comprehensive plan a regulator facing the covid19 plan needed." (referring to ACQSC "plan").
