alternative to invading equatorial guinea is to pay some cash-strapped state for a little land to found a sovereign city-state

regardless of where you’re getting the land from, fund a whole bunch of experimental charter cities

also fund the construction of architecturally innovative small towns or suburbs in the US, Europe, etc

goal is to inspire people wrt how pretty cities can be, not necessarily to get complete independence
