Is Phixius a Ripple competitor or enabler?

There was some anticipation RippleNet would replace ACH payments which are slow to settle. Phixius aims to help ACH through automation & APIs that do not require bilateral agreements any longer. It is developed by Ernst & Young who seem to push ETH.

Services supported by Phixius are based on APIs agreed to by industry stakeholders, incl. NACHA's Afinis. This is interesting given the board of Afinis which is comprised of some orgs with clear ties to Ripple.

Remember that Ripple is a member of NACHA, aware of what is occurring. So the question is;

does Phixius erode the (hypothetical) value proposition of XRP to replace ACH traffic
-or-
does it create an easy interface with ACH players for Ripple to grab some of the value there?
One last consideration that's a little farther out; what might any of this have to do with the Fed and what, if any, bearing might this have on FedNow?
