Harris has introduced/cosponsored multiple bills re: Black maternal mortality, including the Maternal CARE Act, the MOMS Act, the MOMMIES Act, and the Healthy Maternity and Obstetric Medicine Act.

In August 2018 she introduced the Maternal Care Access and Reducing Emergencies (CARE) Act, proposing grants for:
~10 states to create pregnancy medical home (PMH) programs
- implicit bias training in health-care training programs
- more studies on implicit bias in providers
She cosponsored Gillibrand's Aug 2018 Modernizing Obstetric Medicine Standards (MOMS) Act which would:
- create/update standardized maternal safety best practices and fund states & hospitals to implement them
- ensure CDC gets data from state Maternal Mortality Review Committees
She cosponsored Booker's September 2018 MOMMIES Act, which would expand full Medicaid coverage from 60 days postpartum to one full year and increase access to doula services.
She cosponsored Sherrod Brown's Healthy Maternity and Obstetric Medicine (Healthy MOM) Act from May 2019, which would:
- establish a special enrollment period for pregnant folks
- guarantee 12 months of continuous Medicaid eligibility for postpartum folks
