They have fled abusive Lebanese households and therefore, under the country's racist Kafala system, are now illegal in Lebanon. Many of them have their passports confiscated by their former Lebanese employers and can't travel without risking arrest in Lebanon. 2/3

Governments such as Nigeria's and Sri Lanka's and Ethiopia's, in addition to the 'international community' sending money to Lebanon, can very easily pressure the Lebanese government to do this. They simply choose not to.
