This is how to make rice water. Though I personally leave mine overnight so it ferments properly but leaving it for 2-4hrs isn't bad either.
Strain the water afterwards and keep in a container or bowl.

Now add 2 teaspoon of aloevera gel, and 5-10 teaspoon of lavender oil (or less if your skin is sensitive)
Stir thoroughly until everything is dissolved. That's all.
Put on a cotton ball and use to clean your face. Shake the content before every use.
