SPMC GETTING THE LION'S SHARE OF IRM FOR COVID? A thread
The largest public hospital in the Philippines has been under the spotlight for receiving the largest Philhealth reimbursement for COVID-19 response. But why exactly is that the case? Let's see:

-WHAT ARE IRMs AND HOW ARE THEY COMPUTED?-
The IRM program allows Philhealth (PHIC) to send hospitals advanced cash aid to respond to unexpected events
Per PHIC Circular 2020-007: IRM computation is Ave. Reimbursement/Day from last year x No. of Days Covered

On 2018+2019, SPMC contributed on ave. PHP1.2-B/year income to PHIC, translated to PHP113-M/month, or PHP3.76-M/day.
Should PHIC cover 90 days, SPMC would get PHP339-M in IRMs -- close to the actual IRM of PHP326-M
Higher reimbursement to PHIC = Higher IRM

-NOW CONSIDER THE FOLLOWING-
The SPMC is the biggest govt hospital with 1,500 beds, UP-PGH being the 2nd at 1,100 beds
SPMC caters to the entirety of Mindanao and even Visayas
For a time being, SPMC was the only COVID-19 treatment center + testing lab in Mindanao

In Davao, COVID treatment has been centralized at SPMC. For some time, private hospitals weren't allowed to admit COVID-19 patients until they were allowed to admit only mild cases.
Not including hundreds of non-COVID cases, SPMC has been taking care of 130+ COVID cases/day

Unlike in Davao where COVID treatment is largely centralized at SPMC, PGH does not bear the brunt of all COVID cases with the help of all the private/public hospitals situated there
NCR hospitals (PGH, NKTI, Quirino Medical) got combined PHP592-M in reimbursements

SPMC, a regional hospital, is NOT a hospital OF Davao City, but a hospital IN Davao City. SPMC and DRMC (in Tagum City) are the only tertiary hospitals in Davao Region
Let's make this clear: SPMC is operated and maintained by DOH, not by the Davao City Government

Once again, wokes and even libel convict @mariaressa has regarded a great hospital serving the entirety of Mindanao as a mere "Davao Hospital." For long, Mindanao has been the subject of neglect, and wokes have only proven their imperialistic tendencies.
