In Afghanistan if I as a US Marine shoot someone and they live, and there is no immediate threat I am legally required to provide aid immediately and do everything I can to save that person's life as a detained enemy combatant.
In the United States in the majority of police districts if cops shoot you, they will stand around your body as you bleed out with your hands cuffed behind your back.

They will watch you die, on video, and go back to work the next day.
