In 1949, in the aftermath of World War II, the Conventions were universally agreed upon by States because they reflect universal values of moral and ethical behavior. They have been ratified by 196 States since. Very few international treaties enjoy this level of support.
In the 1950s, the ICRC published a set of commentaries on the Conventions, giving practical guidance on their implementation. Today, the key challenge remains their respect. We rightly hear about #IHL violations because their consequences are tragic and visible, but we must also recognize the protective and indeed life-saving effect of daily respect for #IHL: https://ihl-in-action.icrc.org
