The permission to reply gets carried over to the subsequent tweets in the thread. Didn't notice until I clicked on the second tweet explicitly.
Seems like the permission can't be changed for any tweets part of the thread. Twitter doesn't give that option at all.
Understandably the default option is "Everyone can reply" even though my previous tweet was 'Only people I mention"

So Shrini was unable to reply. Weird, thought tagging him would work.
Given that permission gets inherited from the parent tweet, I thought anyone tagged in any of the tweets would be able to reply.
So one HAS to tag someone to the parent tweet for them to reply! Meh
