These Gronks in a rental car have been casing my neighbourhood for nearly a month now... building up a catalog of images of the group involved

So they have been back a few times since last post, I recorded a heap more footage and photos, but this morning What I saw kinda shocked me.
At about 8:30am The guy in first pic pulls up in the same car as previously, parks car and walks down to the park, leaving a guy in the back seat. 30 mins of the guy loitering at park, then the guy in the back seat hops out..
I haven't photographed him, poor fella... He was a person of reduced ability, quite obviously when he walked towards the guy from the first pic... only to be waved away... he hops back in the car...
another 30 mins go buy... Poor guy still sitting in the car, its a warm morning in the sun in a hot car! first guy knows I am watching him now so tries to stay away from my camera... But the poor guy in the back hops out again, and is constantly waved away...
It then clicks that this guy in the back is under the "Care" of the first guy! After an hour of sitting in the hot car my wife and I get concerned for the guy in the back seat. He hops out again, so my wife talks to him. We confirm that he is under first guys care
this is where things more odd... because the first guy knows I have a camera on him, he stays at the back of the park... then out of nowhere the second guy appears... The guy under care hops out of the car again this time with his bag on his back and he walks off down the road...
the "carer" lets him head off down the road, and then this guy hops in the car...

I confront him saying that the guy in the back has been there on his own for a long time and it was very hot in the sun. I asked what organisation he worked for... but nothing.
concerned for the guy now who was walking down the street un-supervised, my wife jumps in the car and find him down the road... she finds him has a chat... the whole time his "Carers" are watching and don't even try to talk to her.
My wife takes some more photos, and then the first guy drives up in the car the other guy just drove away in.
He is now concerned because he knows we have him on camera
He follows the wife back home, I am out front waiting... so he jumps out and starts having a go at me... Asking why we are watching him so closely... to which I say, "Mate you have been driving up and down my street for the past month acting sus..."
He resonds "I am here with my client"
me " you mean the poor guy your neglecting in the car all morning"
"Its his program, we are trying to get him out in the park"
me "Mate, i watched him all morning sitting in the back of the car, he came up to you multiple times and you..."
".. Just keep shooing him away".
I ask again what organisation he works for, to which he says he doesnt have to give any info... odd for a carer to not want to give details about where his client is from...
This whole time, there are 2 other shady cars I have noticed seeming to communicate to the 2 "carers" one is guy 3 in above photo... you may recognise him from the very first pic in the car...
a black mecerdes sedan and white vw golf... the 3rd guy seen in first photos drives off in the white vw followed closely by the merc, female deriver
angry guy who won't give details keeps yelling, saying he has been investigated already by the police and that he is now going to report me! "please do, I would love to talk to your employer also" jumps back in car drives off...
only to return moments later yelling that he wanted my address for his "report"...
we have filed our own report...
these guys appear to be using their jobs as carers, to get a work car and take a client out for "neglegtercise" meet up with mates at parks and case a neighbourhood... I am hoping to identify where these people work, that poor guy in the back seat
Sorry for the ramble... and if this is incoherent, just trying to get info out for anyone in the area. see something say something!
