In the Fallout universe this occurred in 1969 (the Fallout timeline diverges from our own ~1945) and I& #39;m struggling with whether this requires a constitutional amendment or whether it& #39;s more of an interstate compact thing or whether each Commonwealth was essentially a fed agency?
I mean it& #39;s pretty clear that most of the major governance functions of the states had shifted to the Commonwealth level by 2077. People were legit surprised when FO4 (and I think New Vegas maybe?) were like "no, actually, states still existed"
