me: can I really get an entire panel of material out of Fallout& #39;s pre-Great War governance issues? seems like kind of a stretch

(me, an hour of wiki-diving later): ok so how do I condense this into less than a day long seminar
there is!! so much!! And I& #39;ve got like 15 minutes to talk!!

The most confounding thing remains the Commonwealth system, which didn& #39;t actually condense the states (the states remained as-is) but introduced a layer of regional governance between state and federal
In the Fallout universe this occurred in 1969 (the Fallout timeline diverges from our own ~1945) and I& #39;m struggling with whether this requires a constitutional amendment or whether it& #39;s more of an interstate compact thing or whether each Commonwealth was essentially a fed agency?
I mean it& #39;s pretty clear that most of the major governance functions of the states had shifted to the Commonwealth level by 2077. People were legit surprised when FO4 (and I think New Vegas maybe?) were like "no, actually, states still existed"
Someone give me a platform to do a whole seminar on "fallout, the Great War, and the law" and I will do it. I will do it so much.
