Departures in 19-20:

- Hazard: £103m
- Morata: £58m (£50m + £8m loan fee)
- Aina: £9m
- Luiz: £8m
- Hector: £5m
- Omeruo: £5m
- Bakayoko: £3m (loan fee)

Total: £191m

Arrivals in 19-20:

- Kovacic: £40m
(Pulisic was bought in the previous financial year)

Net: £151m
Arrivals for this season:

- Ziyech: £36m
- Werner: £48m
- Havertz: £70m (approx)

Total: £154m
Net: -£3m

Gains in this season:

- UCL Qualification: £50m
- Real Madrid winning the league: £15m (Hazard clause)
- Pasalic: £13m

Total: £78m
Net: £75m
Chelsea has roughly around £75m to spend after buying Havertz and not even selling a single player from the current squad.
Now, the player sales for this season
(based on current market value):

- Jorginho: £45m
- Emerson: £20m
- Barkley: £20m
- Batshuayi: £20m
- Zappacosta: £10m
- Drinkwater: £10m
- Moses: £8m

Total: £133m
Net: £208m
Considering not all players will be sold, or will be sold for the above values, we can safely assume Chelsea will have at least £150m to spend.

Realistic (necessary) transfer targets:
GK: Onana: £27m
LB: Reguilon: £20m OR Tagliafico: £23m
DM: Rice: £65m

Total: £112-£115m
Chelsea can even buy a good quality CB with the leftover money + selling one of Rudiger (£30m), Zouma (£25m) (Hopefully not him), or Christensen (£22m).

Chelsea can also buy a replacement for Willian if needed i.e. Benrahma for £25m.
