Modus Operandi of PNP and prosecutors during drugs operations (QCPD and QC Prosecutors' Model)

Sec. 86 of RA 9165 requires NBI and PNP to coordinate with PDEA on drugs cases but usually the QCPD does not coordinate with PDEA during "entrapment"
proceedings. QCPD usually justifies that they just received a "tip" from a confidential informant that day and had to immediately act on it. A coordination form is just a one-page form informing PDEA of the possible target and target area which can be sent via email...
...and physical paperwork to follow and coordinated via phonecall while QCPD are planning the buy-bust operation since they have to make assignments and also prepare and put initials on the boodle money (money to be paid in exchange for the shabu).
QCPD even when undercover usually have shallow front pockets which is where they keep heatsealed plastic sachets containing shabu which is usually 0.3 to 0.5 gram.

Under Sec. 21 of R.A. 9165 and its IRR, the police officers need an elected official...
...(like barangay kagawad, tanod or captain) AND media reporter or NaPros representative (staff from the City Prosecutor's Service or usually a prosecutor since prosecutors are always on call) to witness the physical inventory and picture-taking of the drugs and drugs...

Under Sec. 21, the physical inventory and picture-taking should be done at the place of arrest with the required 2 witnesses. QCPD will not make the physical inventory and picture-taking in the place of arrest but they will bring the target straight...
...to the police station. It is only in the police station after QCPD has set up the evidence table where they put the shabu and boodle money supposedly confiscated from the target that they will call their trusted barangay tanod/captain/kagawad to sign...

If the target is a Mason, INC, Mistah, Guardians, politician or their relative, no more processing. Shabu is simply confiscated for future "entrapment" operations.
QCPD will usually do their operation late afternoon around 4 until early dawn.They do this in order to detain the target so they can extort money.They also intentionally do not call for a PAO and prosecutor even if PAO and prosecutors are on call 24/7 (even during this pandemic).
A night in a prison cell will break and demean a person which they can easily intimidate and extort money from. QCPD will not allow visitors unless they are willing to "bail out" the target. Note that only a judge can...
...order and set the amount of bail for the release of an accused not a prosecutor and certainly not QCPD.

Some QC prosecutors refuse to do night inquest proceedings and would only appear during the day on working hours from 9-11:30, 1:30-4.
Most targets don't know that they can demand for a lawyer of their own choice and inquest proceedings. If the prosecutor refuses to appear even during night inquest, they can be administratively charged.
QC Prosec. Barcellano, some prosecutors, and QCPD receive "protection" money from drug lords in QC. If the target is female, QCPD, QC prosecutors even QC Prosec. Barcellano demands for sexual favors.
QC Prosec. Barcellano and some QC Prosec. (2 identified as male assistant city prosecutors handing drugs cases) have sex scandals.

A lot of QCPD are members of INC-SCAN and are henchmen of QC Prosec. Barcellano. INC-SCAN has an armory in Tandang Sora.
NCRPO Chief Sinas is a good friend of Exec. Judge Villavert. Exec. Judge ordered QC judges to approve and grant all of the endorsed warrants of QCPD.

PAO usually gets a conviction for their clients because they need a conviction to justify their jobs. During trial, an accused is
...represented by the PAO assigned at the Hall of Justice. When an accused is convicted, the accused will appeal, the case is turned over to PAO Special Appealed Cases. If they secure acquittals, then there would no longer be a need for PAO Special Appealed Cases.
