Keith Ellison withheld the bodycam footage to allow Floyd’s death to be used as a catalyst to justify violence, mobilize support, and initiate an insurrection.
As I stated before, a grievance that an insurgency is based on doesn’t have to be true; it just needs to be perceived as true and compelling enough to engage the hearts and minds of the population.

The video of Floyd with a knee on his neck couldn’t have been a better candidate.
When asked if he anticipated any surprises or if the amateur video told the entire story, Ellison, in an interview with ABC, quickly pivoted to past incidents where the outcome wasn't what people expect.
Ellison’s office took over the prosecution of the officers on May 31. A week later, they upped the charges against Chauvin, who was initially charged with third-degree murder by Hennepin Country, to second-degree felony murder.
A second-degree felony is charged when a person accidentally kills another while committing a felony. Ellison charged Chauvin with assaulting George Floyd. Given the new evidence, felony murder will not stand in court. There will likely be an acquittal of all four officers.
Why would Ellison overcharge the officers?

Keith Ellison’s office viewed all the evidence, including the bodycam footage, and still decided to up the charges. Ellison has one goal, and its to ensure that social unrest continues under Donald Trump.
After all, it was Ellison who posted a picture holding an ANTIFA handbook with the caption “And I just found the book that strike fear in the heart of  @realDonaldTrump.”

It's not surprising that Antifa became one of the main acts in the riots we saw across the country.
