I have been asking for cross-country data on India's "English advantage" even in IT, but have yet to see anyone come up with it.
Perhaps this table will conclusively establish this "advantage."

All these countries study programming and algorithms using their mother tongues. Almost none of these use English-medium.

For some reason I find there is a section of self-proclaimed Hindutva people are even more obsessed with English than the seculars.

Tiny brain. I hired programmers from Russia, Eastern Europe. Most spoke little or no English. They'd pick up functional English over time. Brains are much harder to grow.

Learn about Levenshtein distance between languages. These dialects are very close and mutually intelligible, the distance is small. 50% of PhD's in the US are now foreign born, with mother tongues different from English. Domination in science and engineering (S&E) related fields is even higher.
And despite "English advantage" China provided a higher % of Ph.D.s in S&E than India.
