1/ first I trace the outline of the shield on Adobe Illustrator to make a precise blueprint, I scale it to my size and print it
2/ using previous pattern I trace all my shapes on foam (bought this exact bundle : https://www.poly-props.com/cf100-foam/cf100-2-5-10-bundle)
I use contact cement to glue everything together.

4/ before painting you need to coat your prop with a primer. I used flexipaint but there is also other primers you can use :
5/ once it's done I paint the base colors ! Just flat, unshaded, opaque colors using regular acrylic paints.
6/ that's where you'll start shading (no "cellshading" or "toonshading" yet)
Add a darker shade of your base color on the creases, a lighter shade on the edges. I also add lighter shades here and there just to create dimensions and weathering.

7/ for the hexagon patterns I just cut one out of paper, traced it multiple time on my prop and finished the others by hand. Add a lighter line inside each hexagons to create dimension.
8/ CELLSHADING WOOHOO
following your reference, trace black lines where they need to be. Mostly on the creases and edges. Try to use different line thickness !
I used a black posca pen and opaque acrylic paint for that.

9/ also add some random doodles here and there to make it more cartoon !
10/ I also use a white posca pen to do some highlights lines. But I only use it on the gray areas, idk why... But I don't know how to make white highlights look good on colors !
