The clearance rate for non-fatal shootings is even lower, at about 18%.

Most of the time there simply aren’t any legal consequences for shooting someone in Chicago. THAT is the problem, and it can’t be solved with any of the federal gun control laws @chicagosmayor wants. 2/
Why aren’t cases getting solved? There’s obviously the issue of victims of violent crime not wanting to get the police involved, but even those not bound by some perceived moral code may be reluctant to become a witness because of fears for their safety. 3/
They see what happens all too often when an arrest is actually made. Retaliation and witness intimidation is not uncommon, and the reliance on plea bargains to adjudicate most crimes means in many cases the violent offender is soon back on the streets. 4/
Ensuring that victims and witnesses feel safe in testifying, if need be, would result in more cases cleared and more arrests made, but then the criminal justice system must ensure that there are swift and certain consequences for shooting someone. 5/
These things aren’t easy, which may be why @chicagosmayor would rather push for more federal gun control laws. It absolves her and other local officials of their responsibility to ensure that justice can be found in Chicago. Their failure is what’s driving the violence. 6/6
