This is not and has never been an anarchist position, in this context it comes from Marcy, a tankie trot influential on the WWP and PSL. Anarchists have always been critical of ML states as we have historically been among their first targets of repression after seizing power. https://twitter.com/aesthanarchy/status/1289970250247675906
This is not to say that anarchists have not supported anti-imperial and national liberation movements, in fact anarchsits led many of them before marxists, but that we have maintained a critique of state power and the potential of realizing national liberation through it.
Anarchist anti-imperialism instead stands against the domination of colonialism while rejecting the state as an extension of its logic, seeking solidarity with the workers & peasants of colonized societies who as Sandino said are the only ones who “go all the way to the end”
If you would like to learn more about what anarchists have actually done in anti imperialist struggles and what they thought about them I compiled many resources in this thread: https://twitter.com/thecoleslaws/status/1104032737030275079?s=21 https://twitter.com/thecoleslaws/status/1104032737030275079
Anarchism, at least since Bakunin, has always seen the revolutionary potential of industrial workers (for much the same reason as marxists) and the communal practices of peasants (much more clearly than marxists) which clearly relates to the question of resisting imperialism.
