This is a tactic as old as time. This information is public, as @sally_hines has already explained, and contrary to what commenters think, it does not go to the person whose name is mentioned on the list. They are leaders on research projects, not sole beneficiaries.
I'm addition to that, these numbers are ridiculously out of context. 5 milion may seem like much but research projects take years, and there's no indication of how they compare to the overall amounts of grant money given in the same period. It's for pure shock value.
Feeding on the public's lack of understanding how grant money is allocated, spent or managed is disinformation. That's it.
