Duh. SEGA has a hand cause they OWN both IPs and greenlit them. They assist them by giving all their assets and providing feedback on both games.
The PDR devs said SEGA's involvement is "extremely high and important."

If it wasn't for SEGA, Vanilla P5 wouldn't have came out. Index was on the point of BANKRUPTCY, then SEGA had to step in to buy the company.
Since then SEGA is their Parent company, and expanded their brand even further. They OWN Atlus' IPs.

Why? It was fantastic. Just because it didn't appeal to you doesn't make it bad. It's a revival that has flaws, but it's still a great game.
