If we actually had eugenics, people would *deliberately* engineer their children to be disabled and they would apply social pressure to other people to do the same. It would be seen as a mark of high status to have a child with Down syndrome.
We desperately need to understand the political and memetic problem of how to make people *want* to improve themselves with technology, rather than wanting to use technology to destroy and disable themselves but look really virtuous in the process.
